Boy Scouting is designed around turning Boys into
Leaders. This is accomplished by giving them opportunities to lead
and to be led, within the boundaries of a safe program. It is the
Boy leaders who define the activities and programs. It is the
responsibility of the Adult Leaders to set the ground rules, the culture
of discipline, and help the Boy Leaders to see the boundaries and
limits. |
